Presper (a rogue NCR superscientist) was behind the bombing of the NCR capital that directly lead to the collapse of the nation. I'm not a fan of the Brotherhood war either but one of Van Buren's big twists near the end of the game is that the big bad, Dr. Afterall it was mired in development for years before it's publisher folded.
Everything about Van Buren was ambituous though maybe too ambituous. Click to expand.It is a bit mystifying to be sure.
